Frank Comer is a registered, licensed Professional Engineer in the states of Missouri, Kansas and Florida. Frank holds a Bachelor of Science degree from University of Missouri at Kansas City in Civil Engineering and current Engineering memberships include: American Society of Civil Engineers and International Code Council. Frank has more than 35 years of experience in geotechnical, environmental, structural, civil and forensic engineering. He specializes in property investigations (properties, retaining walls, other structures and buildings from the ground to the roof), failure analysis, condition assessments and civil/structural design. Bernie Reams is a Certified Professional Building Designer. Bernie holds a Bachelor of Science in Environmental Design from Oklahoma University and is currently a member of the Home Builders Association. He has more than 45 years of experience in design, construction, and project management in the construction industry. He is widely known for his artistic abilities in the illustration of concepts and designs of new buildings, additions, remodels and renovations. Dr Homer Williams, FAIA

Dr. Williams has partnered with PST for many years. He is the Principal Architect for PST’s Architectural Services. Because of his vast amount of knowledge and experience with many varied projects, Dr. Williams is well suited to mentor our architectural interns, designers, engineers and our design team and organization overall. Dr. Williams offers a career of experience and wisdom to the PST Team. Dr. Williams has served on several boards and agencies representing the architecture and engineering professions. Dr. Williams was the chairman of the Architects Division of the Missouri Board of Architects, Engineers and Land Surveyors during the tragic Hyatt Hotel skywalk collapse and he was directly involved with the deliberations and findings in that case.
Dr. Williams has represented numerous clients over the many, many years he has professionally consulted, including states, national organizations, and private industry in not only design, from concept to completion, but also as an expert witness in failed design or construction. David H. Comer, PE

David's Qualifications
David is a Professional Engineer, licensed in the State of Missouri, practicing civil-structural engineering at PST. He holds a Bachelor of Science in Civil Engineering from the University of Missouri–Kansas City and has been with the firm since 2018.
His experience spans structural design, forensic investigation, and construction-phase services for residential, commercial, municipal, industrial, and religious/non-profit clients. David has completed 500+ structural inspections and forensic investigations, 200+ analyses of existing members and systems, and 100+ renovation design calculation packages covering beams, headers, columns, footings, retaining walls, base plates and anchorage, and framing connections.
Representative work includes multi-year renovation and repair of a church and charity headquarters building; fire escape repair design for a 20-story hotel; forensic investigation of an agricultural grain silo collapse, an 8-story exterior brick-fall failure, and a 30-ft × 370-ft retaining wall and slope failure; a city-mandated structural inspection program covering 225+ historic downtown commercial buildings; and city hall investigation, repair, and renovation design.

Dan Comer
Associate Project Manager
Daniel’s Qualifications
Dan Comer graduated from Missouri State University with a Bachelor of Science in Construction Management. Dan works directly with the engineer and architect, and our designer, in his role as PST’s project manager. With a degree in construction management, Dan is in charge of coordinating projects from site inspections, design projects, and failure analyses investigations, to the record-keeping and production and deliverables to the client. Dan evaluates elements and systems from roofs and parapets and their coverings, to floor, ceiling & wall coverings and other structural elements, foundations and exterior walls, determination of structural adequacy, stability, safety and soundness, and collapse assessments, recording and documenting information and findings for engineer and architect, presentation of findings in report and drawing hard copy format, annotation of photo documentation. As a project manager, Dan works on Scheduling, Managing, Proposing, Estimating and Coordinating Projects across Civil, Architectural and Structural fields. Dan's path is to become the COO for PST Engineering and Architecture, and our Engineering Project Director responsible for overseeing the company's operations and ensuring the design and investigation teams are working in concert with one another to deliver project work timely and complete.
